    FDLRS Gulfcoast Center
    The Florida Diagnostic and Learning Resources System (FDLRS) is part of a state and federally funded network providing support services to exceptional students and programs.  


    FDLRS Gulfcoast, serving Pinellas, Pasco and Hernando Counties, is one of nineteen associate centers in the statewide network system that provides services to all those involved in the education of exceptional individuals ages 0-21.   These include:

    • Students

    FDLRS project activities are based on state mandated priorities and assessed local needs. Activities cover a wide range of services that are organized into the following basic areas.

    FDLRS Child Find
    Child Find provides assistance in the location, identification, evaluation, and initiation of appropriate education or other needed services to all children and youth 0-21 years of age who have or at risk of developing special or unique needs.  

    Primary emphasis is on children 0-5 years of age.  Kindergarten to 21 years olds who are not being served in a public school are also included.

    Human Resource Development
    FDLRS cooperatively plans and provides information, training, technical assistance/consultation and resources about effective instructional strategies and models for the education of children and youth who are exceptional and/or have unique needs based on locally assessed needs and established priorities.  


    Educational services relate to the Strategic Plan for Exceptional Student Education in Florida and the Florida Initiative for Reform and Accountability.

    Parents Services
    FDLRS serves as a centralized information center for parent services within the districts and families who have children who are exceptional and/or have special unique needs to develop effective partnerships and encourage leadership roles.  


    Networks and programs are established that are culturally sensitive, family driven and ensure that families and professionals have access to needed information.   Parent services may include:

    • Individual Assistance
    • Parent group support
    • Training for parents and professionals

    Technology
    FDLRS provides assistance and support in the appropriate use of assistive, instructional and communications technologies for professional staff and for children and youth who are exceptional and/or have special or unique needs.  


    The identification and appropriate use of technologies and their integration with effective teaching leading to improved learner outcomes is a primary focus.   FDLRS supports the opportunity to explore:

    Professional Education
    FDLRS assists in the coordination and implementation of in-service training programs for personnel serving exceptional students.  In-service training is geared to the updating and developmental of skills, curriculum and instruction practices or procedures.


    Resource Center
    FDLRS maintains a collection of professional materials that encourage the implementation of integrated curricula, supports trainings offered to students, parents and professionals, reflect current “Hot Topics,” or are considered to be hallmark materials in the field of exceptional student education.  There are restrictions to the use and access of these materials.  Call FDLRS for clarification.


    Information
    FDLRS disseminates information regarding in-service training, conferences and other programs related to the education of exceptional students.  FDLRS uses its newsletter and the electronic mail system to obtain and disseminate information about national, state and local programs and projects.  FDLRS is one of the contacts for on-line data based research and other information relevant to exceptional education.
