Hernando School District Policy on Bullying & Harassment
Harassment or bullying of students or staff is a serious violation of the Hernando School District’s Student Code of Conduct and may also constitute a criminal offense. The district maintains a zero-tolerance policy for any form of unlawful bullying or harassment, including sex-based harassment. This applies whether the behavior occurs on school grounds, school buses, at school-sponsored events, or through digital or electronic communication. The location or timing of a computer-related incident will not be accepted as a defense in disciplinary proceedings under this policy.
Definition of Bullying
Bullying refers to intimidating behaviors that are repeated, intentional, and involve a power imbalance. It is defined as systematically and chronically inflicting physical hurt or psychological distress on one or more students or employees.
Bullying includes instances of cyberbullying, as defined in Section 1006.147(3)(b), Florida Statutes.
Bullying may include, but is not limited to:
- Repetitive teasing and social exclusion
- Threats and intimidation
- Stalking and physical violence
- Theft and harassment
- Public humiliation and private humiliation
- Destruction of property and other harmful behaviors
If the physical harm or psychological distress is not the result of systematic or chronic behavior, the incident should be evaluated under the definition of harassment.
Definition of Harassment
Any threatening, insulting, or dehumanizing gesture; use of data or computer software; or written, verbal, or physical conduct that:
- Places a student or school employee in reasonable fear of harm to their person or damage to their property
- Has the effect of substantially interfering with a student’s educational performance, opportunities, or benefits
- Has the effect of substantially disrupting the orderly operation of a school
- Includes any course of conduct directed at a specific person that causes substantial emotional distress and serves no legitimate purpose
Instances of harassment that are chronic or repeated in nature should be evaluated for bullying or bullying-related behavior.
Any student who believes they have experienced sexual harassment, sexual assault, gender-based harassment, or other forms of targeted mistreatment should report the incident immediately to the district. The district is committed to taking swift action to stop the harassment, prevent future occurrences, and address its impact. Students found responsible for harassment or sex-based misconduct will face disciplinary consequences, which may include suspension or expulsion. The district encourages students, parents, and staff to work collaboratively to prevent harassment and promote a safe learning environment.

Sustainability is a core value for our district, and we strive to create a learning environment that promotes environmental responsibility for future generations.
The district has implemented a comprehensive program that includes a variety of initiatives. These include:
- installing solar panels on school rooftops to generate clean energy
- implementing a robust recycling and composting program to reduce waste
- promoting the use of electric school buses for cleaner transportation
- parterning with local farms to source fresh, locally-grown food for its cafeterias
These efforts are not only benefiting the environment, but also creating a more engaging learning experience for students. Through school gardens and outdoor classrooms, students are actively involved in understanding environmental issues and exploring sustainable solutions.

The policy of the Hernando County School District is that all students have an educational setting that is safe, secure and free from harassment, bullying, dating violence or abuse of any kind. This policy shall be applied consistently with all applicable school board, state and federal laws. Conduct that constitutes bullying, harassment, dating violence or abuse as defined herein, is prohibited. Students who persistently engage in bullying behavior will be subject to possible expulsion.
